The aim of this unit is for students to be able to identify and classify the main causes of urban fires, focusing on factors such as electrical failures, human negligence, and system malfunctions. At the same time, they will be able to identify the distinct stages of the fire management cycle and fully understand the operational roles and cooperation of the relevant authorities (Fire Service, Hellenic Police, Emergency Medical Services, Local Authorities) for effective incident response.

3.1.1 What is an urban fire & main hazards

Identify what urban fires are.
Classify urban fires based on fuel type.
Describe the “Fire Triangle” and analyze how its components can lead to a residential fire.
Recognize hazards arising from combustion products.
Identify mechanisms of fire spread to adjacent structures.

3.1.2 Main causes and risk sources

Identify the main categories of fire causes.
Detect high-risk areas (hotspots) within buildings.
Understand the risks associated with electrical and mechanical equipment and energy storage devices.
Apply preventive measures to eliminate hazards.

3.1.3 The urban fire management cycle

Describe the four phases of the fire management cycle.
Distinguish between passive and active fire protection measures.
Recognize that an incident does not end when flames are extinguished but continues until recovery and restoration.
Understand that the success of one phase significantly affects the outcome of the next.

3.1.4 The role of involved agencies: who does what in urban fires

Distinguish the responsibilities of each agency (Fire Service, Police, EMS).
Identify who has overall operational command at the scene.
Understand the importance of coordination based on the “Xenokratis” emergency plan.
Know how to cooperate with authorities to facilitate their operations.
